TÓM TẮT
“Giao dịch bảo đảm bằng QSDĐ” là quyền của người sử dụng đất, diễn ra hàng ngày nhưng tại thành phố Hạ Long, chưa có một nghiên cứu nào đầy đủ, toàn diện về vấn đề này. Kết quả điều tra phỏng vấn với số lượng mẫu theo công thức của Slovin (1960) và thang đo Likert 5 mức độ cho thấy: (1) Giai đoạn 2019 – 2023, thành phố Hạ Long có 70.231 “Giao dịch bảo đảm bằng QSDĐ”; khu vực đô thị là 86,78%, nông thôn là 13,22%; để làm phi nông nghiệp 69,99%, nông nghiệp 25,10%, tiêu dùng 4,91%. (2) Tỉ lệ hiểu biết đúng về “Giao dịch bảo đảm bằng QSDĐ” bằng 80,00 – 100,00%. “Mức độ phù hợp của các quy định” được đánh giá ở mức thứ 2 là “Phù hợp”; “Mức độ phục vụ của cán bộ chuyên môn” được đánh giá ở mức cao nhất là “Hoàn toàn tốt/đúng”. Kinh tế sau khi sử dụng vốn vay: 45,00% tốt lên; 20,00% kém đi. (3) Thời gian chờ nộp hồ sơ ở đô thị lâu; nhiều người chưa quen với nộp hồ sơ qua cổng thông tin dịch vụ công; việc dừng, tạm dừng giao dịch có lúc chưa kịp. Cần bố trí thêm người tiếp nhận hồ sơ tại đô thị; tổ chức thêm các buổi hướng dẫn nộp hồ sơ online tại cộng đồng dân cư; quy định cụ thể thời gian thẩm tra và trả lời.

Evaluating secured transactions with land use rights and ownership of assets attached to land in Ha Long city, Quang Ninh province in the period of 2019 – 2023

“Land use rights secured transactions” are the rights of land users, occurring every day, but in Ha Long city, there has not been any comprehensive research on this issue. The results of the interview survey with the sample size according to the formula of Slovin (1960) and the 5-level Likert scale show that: (1) In the period of 2019 – 2023, Ha Long city has 70,231 “Land use rights secured transactions”; urban areas are 86.78%, rural areas are 13.22%; for non-agricultural purposes are 69.99%, agriculture is 25.10%, consumption is 4.91%. (2) The rate of correct understanding of “Land use rights secured transactions” is 80.00 – 100.00%. “The level of conformity of regulations” is rated at the second level as “Suitable”; “The level of service of professional staff” is rated at the highest level as “Completely good/correct”. The economy after using loan capital: 45.00% improved; 20.00% worsened. (3) The waiting time for submitting documents in urban areas is long; many people are not familiar with submitting documents through the public service information portal; the suspension and temporary suspension of transactions are sometimes not timely. It is necessary to arrange more people to receive documents in urban areas; organize more online document submission instruction sessions in residential communities; specify the time for examination and response.
