EVALUATION OF THE STATE’S LAND ACQUISITION RESULTS TO IMPLEMENT THE DANKO CITY THAI NGUYEN PROJECT

SUMMARY
The local government has allocated a total of 352,962,958 thousand VND, which translates to 1,016 thousand VND/m² for mixed land use, to acquire 374,402.69 m² designated for the Danko Urban Project. Of this area, 88.41% is classified as agricultural land, 6.39% as non-agricultural land, and 5.20% as residential land. The government has specifically acquired 18,055.50 m² of residential land at an average cost of 3,218 thousand VND/m². Additionally, it has allocated resettlement for 178 plots totaling 23,139.60 m², with an average cost of 2,297 thousand VND/m².
The compensation prices are significantly below market value, ranging from 32.24% to 54.49% depending on land type and from 54.25% to 83.75% based on asset type. The price for resettlement land allocation is just 39.34% of the market price.
The level of agreement with the compensation, support, and resettlement policies is notably high, varying from 91.11% to 100.00%. However, agreement regarding the “the total assets received through land acquisition by the State” is relatively low, at approximately 56.06%, with 85.00% agreement among officials compared to only 49.63% among civilian respondents.
To ensure that compensation costs for land, crops, and resettlement closely align with market prices, the State must implement regulations stipulating that the agency responsible for determining compensation prices operates independently of the Provincial People’s Committee.
