SUMMARY
In the period 2003 – 2012, in Quy Nhon city, the land disputes have been increasing. More than 50% of land disputes were resolved by reconciliation in the ward. Successful reconciliation reached but aftewards change their opinions. If reconcitiation failed, the People’s Committees and People’s Court is responsible for setting land disputes. Authority to resolve land disputes depends on the certifying land use rights certificates. The number of land disputes under the jurisdiction of the People’s Committees occupied 52.17% of the total land disputes to settle in the city in which the majority of the jurisdiction belong to the Department of Natural Resources and Environment. The cases of land disputes in the city People’s Court occupied high proportion, accounting for 47.83%. For disputes People’s Committees and People’s Court issued a decision accepting the settlement, but the state still claims settling land disputes of the People’s Committee and the city state appealed to the appellate hearing in the People’s Court, the decision proved a dispute resolution is not accepted by the people, yet highly effective, requiring timely resolution to restore the rights of land use.
