6 proposed solutions: respond rapidly to mineral fertilizer requirement of peasant; pay more attention to fertilizers which can supply various kind of fertilizers, to few releasing of fertilizers, to add to fertilizer various microelements and plant grow regulations; unite in an integrated whole 4 activities: fertilizer research, production, supply fertilizer service and extension; strengthen the assistance of the authority to peasant for providing appropriate investment in use of fertilizers.
