Việc thực hiện công tác giải phóng mặt bằng, bao gồm bồi thường, hỗ trợ, tái định cư khi nhà nước thu hồi đất đang là một vấn đề nhạy cảm trong quá trình phát triển đô thị. Có một số dự án được thực hiện rất đúng kế hoạch, nhưng cũng còn những trường hợp bị kéo dài do đơn giá bồi thường hay cách xác định khu vực bị giải toả chưa sát thực tế. Tại thành phố Hạ Long, tỉnh Quảng Ninh cũng có tình trạng chung như trên. Vì vậy từ 2020-2023 một nghiên cứu trên cơ sở tổng kết 03 dự án xây dựng công trình giáo dục đã được tiến hành. Kết quả nghiên cứu cho thấy công tác bồi thường, hỗ trợ và tái định cư cả 3 dự án đã được thực hiện khá tốt. Công tác giải phóng mặt bằng đã hoàn thành với tổng diện tích thu hồi 19.900,5m2 diện tích ở dự án 1; 35.400m2 ở dự án 2 và 41.749,7m2 ở dự án 3, tổng kinh phí bồi thường được chi trả về đất, tài sản, vật kiến trúc và cây cối, hoa màu các hộ dân là 200.983,59 triệu đồng. Có sự chênh lệch lớn về đơn giá bồi thường về đất, tài sản, vật kiến trúc và cây cối hoa màu tại 3 dự án. Sự chênh lệch về đơn giá này khẳng định cách định giá trong các dự án chưa đạt chính xác. Ý kiến đánh giá của các hộ dân bị thu hồi đất tại 3 dự án cho thấy việc bồi thường được thực hiện đúng kế hoạch, nhưng mức giá bồi thường chưa thật sự sát với giá thị trường.

Assessment of compensation, support and resettlement of some investment projects
on construction of educational facilities in Ha Long city, Quang Ninh province, period 2020-2023

The implementation of site clearance, including compensation, support, and resettlement when the state acquires land, is a sensitive issue in the process of urban development. There are some projects that are implemented very well on schedule, but there are also cases that are delayed due to compensation prices or the determination of the cleared area is not close to reality. In Ha Long city, Quang Ninh province, there is also a similar situation. Therefore, from 2020 to 2023, a study based on the summary of 03 educational construction projects was conducted. The research results show that the compensation, support, and resettlement work of all 3 projects has been implemented quite well. The site clearance work has been completed with a total recovered area of 19,900.5m2 of project 1, 35,400m2 of project 2 and 41,749.7m2 of project 3. The total compensation paid for land, assets, structures, trees and crops of households is 200,983.59 million VND.
There is a large difference in the unit price of compensation for land, assets, structures, trees and crops in the 3 projects. This difference in unit price confirms that the valuation method in the projects is not accurate.
The assessment of households whose land was recovered in the 3 projects shows that compensation was carried out as planned, but the compensation price is not really close to the market price. Therefore, it needs to be reviewed and adjusted.
