SUMMARY

Capital contribution to agricultural and forestry enterprises through land use rights is a progressive step to facilitate higher agricultural production. This has many advantages and is backed by sufficient theoretical, practical and legal basis for implementation. There are some newly established models nationwide (in Hanoi, Son La, Thanh Hoa…) and initial results are encouraging. However, these models have been in operation only ​​for a short time and with special conditions. Therefore, to strengthen and develop this modality for effective replication, specific solutions, policies and roadmap are required. These may include promulgation of policies of government support, support to both businesses and residents, further elaboration of steps and plans to formulate pilot models, etc.,
