Current status and solutions for strengthening the capacity of land use and management of Agro-forestry enterprises in Thai Nguyen province

SUMMARY
After 10 years implementing the Resolution No.28-NQ/TW, Thai Nguyen’s Government has reformed agro-forestry state farms into 08 agro-forestry enterprises. Although the land was given to the enterprises, the limitations of granting land have caused land use to be wasted, improper purposes, wrong user… The process of land management of the local government and the enterprises exposes many weaknesses. The proportion of land being out of management is still high. Land user with improper contract, arbitrarily change the purpose of land use still existed, and financial obligations are not fully implemented. This research also shows that low propotion of land use certification results from unclear land use boundaries and the incomplete cadastral maps. Additionally, the residential land and production land allocated to households by state agro-forestry enterprises are currently still under the management of those enterprises, not handed over to the local authority and those enterpises themselve have not proceeded to revise the land under their management and usage. Besides, this study provides some solutions to improve the efficiency of land use and management of agro-forestry enterprises in Thai Nguyen province.
