Assessing curent status and proposing solutions to impvove the efficiency of land allocation, land lease for civil organizations in Bac Giang city, Bac Giang province

SUMMARY

The purpose of this study is to assess the current status and propose solutions to improve the efficiency of land allocation, land lease for civil organizations in Bac Giang city, Bac Giang province. The results showed that there are 22 civil organizations which were allocated land and 58 organizations leased land in Bac Giang city with an area of ​​28.85 ha and 59.14 ha respectively. Land allocation, land lease have been implemented quite well, but there are still some shortcomings such as: the determination of land use fee, land rental is complicated; the determination of deduction on land use fee, land rental in some cases is not clear; delays in putting the land into use on time or improper purpose. Solutions proposed to solve the problems are: building land price adjustment coefficient matching with the actual market price; promulgating the specified regulations how to determine the deduction of land; giving preferential policies for high effective projects; strictly appraising the land demand, financial ability of civil organizations; strictly punishing organizations which delayed in putting the land into use on time or improper purpose.
